You could use MS Access indeed (i discourage OpenOffice Base) which would come at a cost for the licenses. However, if it's possible for you (as you seem to have an IT department and a LAN), you could setup one of your workstations as a server to host a MySQL DB and a Web Server. That way, you could have an internal machine which would be capable to deliver the product you want for free.
I could then develop a Web application for you (MySQL / Php) to be hosted on that server and everyone who would have access to the LAN could use the database from any device (PCs, Tablets, Smartphones... it would be a responsive app).
This would have multiple benefits in your situation, some of the most important features (but not limited to) would be:
- No licenses cost (i would develop the app for you)
- Multi user access
- The admin (perhaps you?) can decide what type of access each user has (great for approval levels and such, if you would need any)
- If one day you decide to put it on the internet, you could obviously access it from anywhere.
