Excel Sheet with vlookup to link 2 separate workbook with data validation rules and conditional formatting rules

Hi I need someone to help me to link 2 separate excel workbook together. One is the section workbook the other is the master workbook. The staff will pump data into the section workbook and these data will automatic be link to the master workbook for the manager to review. Data has to be refresh automatically as and when needed. I would need you to insert some data validation and conditional formatting rules to the 2 workbooks. Like for the dates column, there must be validation rules of certain column dates to be later and if the staff key in a date that is earlier, then system will have a data validation pop up to inform the user that the date is wrong. Also, after the staff enter the dates in the column, you need to use conditional formatting to highlight dates that are within 1 week of deadline so the manager can pay attention to the issue. Note that all these rules has to be preset into the empty workbook and the rules must activate without any live raw data as our data entry is on a day by day basis.
