WAITSTAFF ASSIST : WA System - open to bidding

I have a chain of restaurants. I want to improve my service with a "lowish technology" solution. I want you to design a system to do the following. I want to outfit each dining table with a 3.5" diameter device that stays afixed to the table with Nato technology or magnets. Each device will have 5 buttons. A Blue button is for (water/drink); Yellow button (food request); Green button (check); Red button (Health Emergency): White button Reset. I want this devise to be lithium battery powered. When a patron presses one of the buttons, the table that is making the request: programmed into the device and the service requested get transmitted to a watch being worn by the waiter/waitress taking care of the table. The information is transmitted via a radio frequency. The infomation is received to a watch worn by the waitstaff. Via LED screen it advises the waitstaff which table has requested service and which service is requested. The watch "vibrates" on receipt of the request. The information is also sent to a central processing unit or "black box" and is recording by time, table, and server. Requests from different tables are received concurrently and are layered on the watch screen. As requests are satisfied the waitstaff can delete the request via the watch or by pressing the white button on the devise at the table. The purpose of the "WA" system is to help the patron commnicate to the waitstaf what they need and the waitstaff learns of the need "real time" without having to be looking at the table, or the table doesn't have to try and find the waitstaff via eye contact, snapping fingers, or calling out verbally. This faster transmission of information will enable the waitstaff to solve more requests faster resulting in greater patron ordering and receiving greater service satisfaction. This will result in higher TIPS for the waitstaff, and help develop a more loyal and happy following. This is in the "idea" form. Do you have the expertise to "FLESH OUT" what would be needed to begin development? And create a list of particulars (hardware & software) to turn this idea into a working system. I can provide a hand drawing on what I want the devise to look like but it is a simple round like design with colored button. Please advise if you have the expertise to design this and how much time this will take.
