Shipping container as self storage unit.

I am seeking a USA-based licensed structural engineer and an environmental architect that knows the USA code and is licensed to prepare and stamp drawings in the state of VIRGINIA. Hello, my name is David and I am a commercial builder in Virginia. Please help me to expand the horizons of local building plan reviewers to approve green building techniques and incorporate re-purposed materials by using 40' shipping containers divided into self storage units. To partition a 8'x40' shipping container into five individual 8'x8' floor dimensions, it is necessary to cut 30" doorways at 80" height from one side of a 96" or 102" high container, leaving headers of 16" or 22" respectively. With equal spacing of five doors, this leaves two areas of original steel siding (at full 96" or 102" height) of 33" width at the ends of the side of the container, and four areas of original siding of 66" width in the spaces between the door cuts. Also needed are drawings for four doorways of 30" width for 8'x10' floor plans, and drawing of 3 doorways of 48" width for 8'x13.33' floor plans. Unmodified 40' shipping containers are rated to carry 62 KIPS. These modified containers are rated at 40 lbs/square foot, or 12.8 KIPS. The maximum stacking height will be two containers.
