There is not enough information about OS. In fact you can work with BLE on Window splatform WITHOUT any third-party software only if you have Windows 10 (with some limitations it is also possible with Windows 8). But if you have any other Windows OS you have to use third-party Bluetooth drivers or other methods that disable build-in Bluetooth Windows drivers. If you have other than MS drivers installed and do not want to remove them it also can be a problem.
In case you have Windows 8 and above with MS Bluetooth drivers or early Windows version with BlueSoleil drivers the application can be developed fast enough with using our Bluetooth Framework.
If you have any other system configuration the only way to do what you need is to write custom BLE implementation based on, let say, WinUSB driver. In this case it takes more time and will cost more.
