Hello ! If I understood the description correctly, you require: 1. circuit design for small MCU and output stage 2. PCB design that will include - this circuit - encoder mount / cable connector - connector for output signal and power 3. s/w of the MCU. An alternative solution is to design a logic circuit without an MCU, but it will have a higher part count, and provably a higher bom price. Quick design with simple basic, cost effective components

I have 17 years experience in electronics and 7 years experience in embedded electronics and programming. I will give you C code for PIC18F microcontroller. The microcontroller will have built-in DAC to output the voltage equivalent to encoder velocity. The output voltage can be amplified using an OpAmp. I have to build the hardware to show you working video. I have worked with 8051, PIC, AVR, PIC24, dsPIC, PIC32, STM32, Tiva, Stellaris, LPC, Arduino, Raspberry Pi Controllers. I also code in VB.Net, VC#.Net. If required I will provide you PCB layout. I will design PCB layout in Proteus. I need one day time to write the fully working code. PCB layout design will take 3 to 4 days. I have many development boards and it will be no problem for me to test the hardware.
