I could design an analog circuit to fulfill analog requirement and digital circuit too. For time delay input. I think it is good to use a dip switch. with dip switch you could flip switches to get different combinations of time. However, telephone line pickup is not done in a way you describe. The PCB you describe is very similar to something I already done in the past for a different application. Therefore I am sure I can help you. I am quite new in this website but I have great experience in PCB design.

We can adjust the time setting with potentiometer or serial port. For the relay, you need to answer the following questions. Load Voltage=? Load Current=?

I'm thinking a voltage divider that goes into a PIC microcontroller and that will also do whatever timing you want. You'll have to tell me what your budget on components are and then I can start with general BOM before I start layout. I also need to know what the dementions need to be and what the connections are. That is going to matter when finding components at the preferd cost. You will also need to tell me what kind of interface you want for the timing control. The easiest and cheapest is going to be one or two buttons to select timing and LEDs that are in binary to indicate the timing. P.S. This is my first time doing a job like this. If I somehow extend past the time frame or under deliver. It will be free. I will sink the freelancer cost and still deliver anything I worked on if not that full product.
