Tableau consulting and training for small substance use dashboard/story

I'm an independent contractor, working with state health departments maintaining and supporting a java based website that produces static reports and adhoc queries against SAS datasets.
One of my clients would like a small dashboard/story for substance use. Data would probably be excel files or .json files. At first probably 3 main pages, State measures, County Measures, Sub County measures. We planning on using the tableau public server for hosting. We are also planning on having a java web application consume the visualizations. Main concerns are ability to set up templates, workbooks dashboard and worksheets, so data may easily be updated, and modified. Would like to use best practices from the start. I think this would involve building the dashboard and also training 1 - 4 people. Attaching a mockup, with some notes in red
