Solar Support Pergola CA certification

I purchased a pergola kit designed to hold solar panels from a company called Pergola Depot. I have plans from them that are certified to meet Dade county Florida guidelines which include hurricane requirements. This does not satisfy the people in charge in my county. I need a structural engineer to certify that the structure I purchased and installed meets California 2019 requirements for a solar support structure. The side elevation of our pergola is on page 3 of the combined set of drawings and the latest engineering sheet is attached as well. I am looking for the plans to be certified by a CA structural engineer as meeting the 2019 CA standards.
