This could NOT be done through driver. Windows have API for that, but this is app-level API functionality. Also drivers have no info about who send audio flow so there are no way to split it in driver. But way is existing how you could force app to use this api even when app have no functionality to use it from developer. This is called dll-injection. But not all apps could handle that easily, some apps could crash (especially when they have build-in managing of audio-output). For example skype could not be managed that way (it crashing). Also Metro apps could not be managed that way due nature - there are no way to inject dll in that type of apps. Also, due usage of dll-injection by cheating software, many (especially online) games also block injection and could not be handled that way. So, according all above: I could propose to you solution based on dll-injection, but this solution could not produce full-solution of this problem.
