Software to capture machine attibutes (ram, os, processors etc)

I am looking to create a simple executable piece of software similar to: [login to view URL] The idea is to use this to capture information of user machines. 1. Users will be provided with a launchable type of software (no installation) that will open automatically. 2. The software will open as a small window lodged to the top of the screen which will have a close button. In the middle of the application we will pull external html pages that will be used for terms and conditions and other help information. 3. The application will only be accessible for only a short period (time TBD) 4. There will be an 'ACCEPT' & 'CLOSE;' close button - Accept will go to another html page with further instructions, and will also send the system information directly to an email address as a text file. - Close will close the application immediately and remove the application to the recycle bin. This should be kept as simple as possible - user the exact model as the [login to view URL] one to capture data
