voice pitch measurement

Hello, I want to develop Language learning tool and provide it to learner’s free. If you ever developed apps which can analyze pitch , and show in intuitively by using simple contour graph. show me some examples. App should have these conditions: 1. if the learner upload mp3 and text file, it should come out like purple color line of this picture. 2. if the learner record his voice and play it, then the native speaker's pitch contour(purple) and learner's pitch contour(green) show up together so that the learner can compare his pronunciation with natives. 3. Text and pitch curve should come out in same time like the picture that I post upside. (if the user upload both of the text file and mp3. If user don’t up load text file, then only pitch curve show up) 4. Every user can up load native sounds and text of it, because I hope anyone can use this app freely for their language learning. 5. there need no evaluation, however After they record and get the result of it, I want they can save their record and graphic together on their phone, if they want to save it. (Because I want to let my students use this tool, give them homework of pronunciation drill, and let them send the result of it every week. 6. I want very simple interface design for user, I checked your portfolio and found out that your team is good for that.  7. I need to write articles about learner language, so I want the development process in detail. so That I can tell other language teachers and researchers. (Please provide me technical report and the pictures of every steps.) 8. If it’s possible to develop in the budget under $5000US, Please contact me. I really hope to use this tool for free, no profit anyway, so my budget is limited.. 9. If do you have any similar project done before, please show me sample. 10. Best condition is to develop app for Android, IOS, windows. If you think it’s impossible to develop in this budget, but you are really sure to make what I want, then please suggest me your budget too. Thanks for reading long text~
