First of all, it looks like this issue can easily be resolved if your web-host allows multiple installations of different PHP versions. Since you are running a VPS, I am assuming this is doable on a normal basis. I cannot be sure if this is true for GoDaddy hosting, but I am sure other top hosting providers allow this. If we want to remain old sites to work on server we have to use old php version and yes surely it will not allow to install new Joomla as it requires latest php version 2. If we use latest php version then surely old sites will not work at all.
