I need a 2D animator for multilingual explainer videos

We manufacture a range of petrochemical additives that are used by major car manufacturers and fuel companies. 90+ percent of our products are branded/used in customer's branding so our brand is not well know. I would like a range of 2D explainer animations to explain up to 4 products individually, ( 4 animations) similar to:

to explain diesel fuel issues, gasoline fuel and related engine issues and how our range of Fuel additives and filters can prevent and treat the problems.

deadline 2-3 weeks

We want to be able to use it for several markets, Australia, NZ, Thailand, Vietnam so we would like to have an editable version if possible to have the screen text changed out for Thai and the voice over done in Thai for that market.
