Web and Android app to handle NFC Key Fobs

I manage about 10 cars per location. (so about 20 customers all together as some customers have more than 1 car) Goals Have a mobile application to use nfc for key fobs. Have a central repository to store the data and run reports Mockup for Web App - [login to view URL] Mockup for Mobile App - [login to view URL] Budget We have allocated $400 US Dollars for this project Specifications I need a solution I can run on my android phone so I can use NFC key fobs to write and read the key fob and a central repository (database/web app) to keep customer information as well as valet parking transaction details Flow: I send 10 key fobs to each location NEW CUSTOMER: on a web app I setup customers per location. (customer is name, email and cell phone) Each location person then uses their android phone to write a code to a new key fob to make it unique. when a car comes in, the person will search the web app and find the customer details and will write a key fob to match that customer. CHECK-IN So from now on, every time the customer comes in, the person scans the key fob with their android phone, marks the transaction as a check-in, a transaction is registered in the web app. at the same time an email/sms message goes out to the customer. CHECK-OUT Customer sends an sms or email to the web app requesting the car be ready and a specific instruction.
