improve and update css/html styling and logo of joomla 1.5 template

Our site is now outdated and it needs
1)Upgrade to styling to a highly professional 2019
2)logo needs to be polished and improved .
3)any css misconfiguration needs to be fixed.
4) we are not wanting a whole new site , we just want what we have to be very modernised ,polished and appealing
5) changes are to be made in css and php. So that i can ftp
6) a pic of the current desktop site is attached (where you can also see the url)
7) it is a contest so we are looking for flair and creativity
8) we also want to bring the bottom left (reasons to buy) into a position above the "brands"
9) we are pitching to both wholesale (bulk) business well as ecommerce shoppers . So we need each of those markets to be attracted easily to what they are wanting . I.e a bulk purchaser should be able to easily recognize that we can get bulk deals and then request a quote whereas if the visitor is an online buyer it should be clear where shopper should go to shop with us.
